High Frequency Active Auroral Research Program (HAARP)
HAARP stands for High Frequency Active Auroral Research Program. It has many high-level funders, including US Air Force, Navy and of course, DARPA. It has been set up in Gakona, Alaska, supposedly to research the ionosphere, especially to help with radio communications and to support military spying.
The Ionospheric Research Instrument (IRI) located at Gakona is a transmitter facility broadcasting at a very high frequency. It can "excite" regions of the ionosphere. There are other sophisticated instruments that supposedly study the region of excitement.
The Alaskan HAARP facility broke ground in 1993 and was finished in 2007 and has currently cost taxpayer's at least US$250 million, though who knows how much has been supplemented by Pentagon "black budget" resources.
HAARP, then, is basically described as a facility that bounces signals into the faint atmosphere and analyzes them. While HAARP gets its main funding as described above, those involved in HAARP claim an academic patina as well. A variety of US educational establishments are said to be involved in HAARP. These include, according to Wikipedia, the University of Alaska (Fairbanks), Stanford University, Penn State University (ARL), Boston College, UCLA, Clemson University, Dartmouth College, Cornell University, Johns Hopkins University, University of Maryland, College Park, University of Massachusetts, MIT, Polytechnic Institute of New York University, and the University of Tulsa.
HAARP executives claim that they are committed to transparency and allow outside observers at the site and even host a yearly open house. HAARP hosts a summer school as well, apparently and those involved are said to write articles for scholarly journals.
All this is beside the point of course. When Jesse Ventura showed up at HAARP to do a TV program, the higher-ups wouldn't let him in. There is also a question, apparently of where the establishment is gaining its energy. There is no recognizable power plant according to Ventura's program.
What Ventura and other conspiratorial historians suspect is that HAARP is a military installation and that its main purpose is to influence the weather. While this sounds most far-fetched, there are various documents already available that seem to indicate that the Pentagon and other military appurtenances in the US and abroad either have the ability to manipulate weather or are working hard on ways to do so.
HAARP is yet another military program shrouded in mystery. Its managers claim that it is a transparent establishment but it is not. Its purposes are said to be research oriented yet much of its funding comes from the US military. Its technology, sophisticated as it is, has yet to be made fully available to the outside world. It certainly sounds absurd that HAARP technology is causing storms, earthquakes and ruin around the world. But so much that the US and the West does these days sounds absurd and is yet is shown to have more than a kernel of truth when the facts are examined through a logical lens unobstructed by mainstream thought manipulation. Why not HAARP? And too bad if it is so.
