Dr. Kissinger on the 'New World Order' – Editorial or Policy Statement?

Dr. Henry Kissinger has written an article entitled, "Henry Kissinger on the Assembly of a New World Order" posted at The Wall Street Journal.

It's an important article written by an important man. Dr. Kissinger, the Journal tells us, "served as national security adviser and secretary of state under Presidents Nixon and Ford." And his article is "adapted from his book 'World Order' " – apparently set for a September 9th unveiling from publisher Penguin Press.

You really have to read between the lines to understand what Dr. Kissinger is saying. But as someone who retains immense prestige with the global power elite around the world, Kissinger, probably with the consent of others, has apparently decided to send a message about what must be done to alleviate the world's current perilous situation. Anyway, this is certainly nothing he simply tossed off in the back seat of his limo one morning.

Here are some excerpts:

Libya is in civil war, fundamentalist armies are building a self-declared caliphate across Syria and Iraq and Afghanistan's young democracy is on the verge of paralysis. To these troubles are added a resurgence of tensions with Russia and a relationship with China divided between pledges of cooperation and public recrimination.

The concept of order that has underpinned the modern era is in crisis. The search for world order has long been defined almost exclusively by the concepts of Western societies. In the decades following World War II, the U.S.—strengthened in its economy and national confidence—began to take up the torch of international leadership and added a new dimension.

A nation founded explicitly on an idea of free and representative governance, the U.S. identified its own rise with the spread of liberty and democracy and credited these forces with an ability to achieve just and lasting peace. The traditional European approach to order had viewed peoples and states as inherently competitive; to constrain the effects of their clashing ambitions, it relied on a balance of power and a concert of enlightened statesmen.

The prevalent American view considered people inherently reasonable and inclined toward peaceful compromise and common sense; the spread of democracy was therefore the overarching goal for international order. Free markets would uplift individuals, enrich societies and substitute economic interdependence for traditional international rivalries. In the Middle East, religious militias violate borders at will.

This effort to establish world order has in many ways come to fruition. A plethora of independent sovereign states govern most of the world's territory. The spread of democracy and participatory governance has become a shared aspiration if not a universal reality; global communications and financial networks operate in real time.

The years from perhaps 1948 to the turn of the century marked a brief moment in human history when one could speak of an incipient global world order composed of an amalgam of American idealism and traditional European concepts of statehood and balance of power. But vast regions of the world have never shared and only acquiesced in the Western concept of order.

These reservations are now becoming explicit, for example, in the Ukraine crisis and the South China Sea. The order established and proclaimed by the West stands at a turning point.

Kissinger is stating a problem here. To summarize, he and backers believe that a kind of Pax Americana existed in the 20th century but now the vision of what may be called the Anglosphere – one of democracy and participatory governance – is being challenged in "vast regions of the world that have … only acquiesced in the Western concept of order [without sharing it]."

He then begins to present the problem in a more detailed fashion. He points out that the EU is based on soft power but that "it is doubtful that claims to legitimacy separated from a concept of strategy can sustain a world order."

He writes that Europe does not yet have the attributes of statehood, which offers a "tempting vacuum of authority."

Meanwhile, Middle Eastern states, he writes, "have dissolved into sectarian and ethnic components in conflict with each other." This produces a phenomenon of "failed states not controlling their own territory."

And here is an astonishing statement: Kissinger worries that the clash now taking place, worldwide, between the international economy and political institutions "weakens the sense of common purpose necessary for world order."

This is where Kissinger's real point of view becomes bluntly apparent. The article is presented as an understated analysis of geopolitical difficulties, but the reason for concern – we can see now – has to do with how globalist aspirations are being damaged.

He expands on this theme with the following:

The economic system has become global, while the political structure of the world remains based on the nation-state. Economic globalization, in its essence, ignores national frontiers. Foreign policy affirms them, even as it seeks to reconcile conflicting national aims or ideals of world order.

This dynamic has produced decades of sustained economic growth punctuated by periodic financial crises of seemingly escalating intensity: in Latin America in the 1980s; in Asia in 1997; in Russia in 1998; in the U.S. in 2001 and again starting in 2007; in Europe after 2010 …

The international order thus faces a paradox: Its prosperity is dependent on the success of globalization, but the process produces a political reaction that often works counter to its aspirations.

For these reasons, forces of internationalism are failing, and Kissinger believes that there must be "an effective mechanism for the great powers to consult and possibly cooperate on the most consequential issues."

He does admit that various globalist forums exist for consultation but what he now suggests is more concentrated in nature and power in order to provide an "elaboration of long-range strategy." And this long-range strategy, it turns out, includes a "contemporary structure of international rules and norms [and one that] cannot merely be affirmed by joint declarations; it must be fostered as a matter of common conviction. "

Can there be any doubt about what Kissinger is saying? He seeks an overarching "structure of rules and norms." He is seeking, apparently, significantly expanded global governance.

And what if this structure is not forthcoming?

The penalty for failing will be not so much a major war between states (though in some regions this remains possible) as an evolution into spheres of influence identified with particular domestic structures and forms of governance. At its edges, each sphere would be tempted to test its strength against other entities deemed illegitimate.

A struggle between regions could be even more debilitating than the struggle between nations has been. The contemporary quest for world order will require a coherent strategy to establish a concept of order within the various regions and to relate these regional orders to one another.

… The triumph of a radical movement might bring order to one region while setting the stage for turmoil in and with all others. The domination of a region by one country militarily, even if it brings the appearance of order, could produce a crisis for the rest of the world.

If the world does not create a strong center "affirming individual dignity and participatory governance, and cooperating internationally in accordance with agreed-upon rules," there will be emergent problems including increased political conflict and even warfare.

The news is not all grim from Kissinger's standpoint. There are things that can be done. The end of the article provides us with some ideas, though they are vague and couched in deliberate generalities. Kissinger wonders what the "US" seeks in the 21st century and suggests that the country ask some tough questions about its goals and objectives. Then he writes the following:

For the U.S., this will require thinking on two seemingly contradictory levels. The celebration of universal principles needs to be paired with recognition of the reality of other regions' histories, cultures and views of their security. Even as the lessons of challenging decades are examined, the affirmation of America's exceptional nature must be sustained.

This is probably the article's crux paragraph. The "celebration of universal principles" surely implies those that are enshrined in such documents as the US Constitution. And he writes flatly that those principles must be "paired with a recognition … of other regions' histories, cultures and views of their security."

What Kissinger seems to be advocating is that US citizens revise the "laws of the land" – at least the Constitution – as necessary to advance comprehensive globalism. The tattered remnants of the rights that US citizens once enjoyed must be further shredded to accommodate the viewpoints of other countries, perhaps those that have lacked the strong civil and criminal protections provided by the Constitution and suggested by the Declaration of Independence.

In his last paragraph, Kissinger uses convoluted language to warn that "elevated convictions" may not be seen as providing the US and its allies with sufficient protection "in the absence of a comprehensive geopolitical strategy."

Dr. Kissinger and his backers want more comprehensive global government. Some of the chaos in the world today is certainly due to THEIR actions and their determination to create or sustain warfare in troubled regions of the world. Kissinger is being disingenuous by not admitting to that. He is also being disingenuous by not being clear about the seeming remedy: Reducing or eliminating parts of the Constitution (formally or not), that don't "fit" with the political systems of other regions.

Finally, if history shows us anything it is that the kinds of reconfigurations and centralization being suggested here are rarely bloodless or painless, despite the sanitary nature of the language.

The world, as Kissinger describes it, is already at war and I have no doubt that the wars will grow worse. Nor do I doubt that what we call the "Wall Street Party" will continue for a while longer, perhaps several years longer, thus generating eventually a terrible asset deflation.

This will likely be a worldwide phenomenon, just as modern warfare is resolutely internationalized. There is perhaps time to generate considerable wealth within the market – certainly this year and next if the market survives autumn. But at some point, the bubble will pop. Further economic misery will mix with considerable violence worldwide to create an especially noxious brew.

At this point, the palliatives that Dr. Kissinger is mentioning so gently will likely be presented in a far more insistent way. The rulers of this world going back to ancient times have always used the same formulas. The citizens are made miserable and then presented with a further centralized authority that will in fact aggravate what is already intolerable.

Gather wealth while you can. Protect yourself as you must. Read Dr. Kissinger's eloquent article several times and absorb the message.

It's not just an editorial, in my opinion, but a policy statement.

    WOW, Kissinger goes out of his way to show that his intellect is over rated. He shows his blinders too. His “stability” includes dozens of wars for no logical reason. We went into Viet Nam to contain China. Since when did China need containing. What about North Korea? The Wolfowitz doctrine claims that America must control central Asia to maintain world control. Control just for the sake of control. The other claim is that America can’t control central Asia unless we pry loose Ukraine from Russia.
    He writes about wars caused by competing spheres of influence. These wars are BAD. If Pox Americana causes wars, these wars are GOOD.
    Dr. Kissinger seems to have little awareness of the effects of the demographic crash and falling birth rates. He ignores the fact that most of the strife in the world is a product of American machinations. He makes a ridiculously weak attempt to justify globalization. He claims that there will be great strife and war if America does not use great strife and war to consolidate power.
    There has always been competing spheres of influence. If the war mongers would just stay out, the competition would be limited to economic competition.

    The Daily Bell is right. Kissinger has issued a policy statement for the New World Order. They cannot proceed without a large group dedicated to their concepts, true believers who will not desert their meme, who will see the new global government build on those convictions and reject the naysayers.

    Kissinger has issued the NWO’s Mien Kampf. They have the devoted following and they are ready to announce it. ISIS is their creation and with it they will marshall one billion confirmed Islamites to march to victory. They have packed our two political parties with their American adherents and the coup is about to take place.

    In 1973, Kissinger and Rockefeller founded a global elite organization that has promoted a New One World Order, their order. If you follow the activities of the members of that organization, your will see how they create crisis to further their plan. A member of that organization challenged Obama in a newspaper article two or three days prior to the breakout of the Arab Spring to quit talking democracy in the middle east and take action. (That individual was the uncle of a Harvard law professor appointed to the supreme court by Obama…also Obama’s lawyer to hide his birth and school records). He wrote that individuals had been sufficiently radicalized through the internet to revolt.

    This organization originated the G-8 (world leaders invited to gather to discuss global issues… with organization members attending to help guide in the issues and promote their desired policies). Hence, global warming! And, need for taxes and more taxes and more and more regulations.

    See how they have derailed our government that was to be of the people, by the people and for the people? They have made it a government for globalist through high dollar lobbying. Of course he wants to do away with the Constitution of the U.S. because this document poses the greatest threat to a “one world order” form of government and economic system. He neglects to point out that most of the wars of the last few hundred years were engineered by this very same oligarchy to enrich themselves and to draw attention away from the failed and progressively worsening policies that this group has instituted. The Constitution, which every politician pledges to preserve, protect and defend, has been shredded already. Like obama said yesterday regarding Russia’s interference in the sovereign country of Ukraine, he failed to mention the February 2014 coup in Ukraine which was designed and funded by the obama administration. This is nothing more than a plan to install more nuclear tip missiles along Russia’s border. Listen to “confessions of an economic hit man” on youtube. Read the plans of the Northwood’s Operation. Read the conversation’s between fdr and his secretary of war henry stimson. Read the accounts from experts, i.e. architects, structural engineers, and demolition experts regarding 9/11. Listen to robert mcnamara explain that the Gulf of Token incidence was a hoax. It goes on and on. What this country needs is to return to the supreme law of the land, our Constitution in its entirety. I could go on, but have already strayed off topic. Anyway I would be happy to discuss any of these issues.

      George: You have some good points in your email. However, you like most people in this country, still cling to the hope that we can be saved if only the right men were chosen by the voters to rule this once great nation. Remember what Thomas Jefferson said during the creation of the Constitution? It was something to the effect of for the Republic to survive and prosper, the citizens of this country had to be aware of the contents of the Constitution and watch those who were elected to be sure they abided by it and didn’t try to modify it in any way. In other words, the voters must be half-way intelligent. Do you really think that a populace that views television programming on average six hours a day fits that category? I think not.
      The fact of the matter is that we are doomed. We have lost the protections of the Bill of Rights; the Constitution has been shredded by dictatorial presidents which seem to get worse with each election. The right of free speech has been curtailed to the point of non-existence. The Second Amendment will soon be obliterated. And when that happens all bets are off the table. We will have been returned to the state of peasants and peons, tax payers and cannon fodder. The state will rule over us totally.
      This is how I see the future unfolding. All efforts to reverse this situation will be futile. I have seen our freedoms and liberties chipped away since the administration of St. Lincoln when the federal government became supreme over the states.
      I hope you can demonstrate to me that I am totally wrong.

Targeted consumers of The Profit Henry Kissinger have been groomed by professional marketing agencies to believe any improvement is really a necessary issue at all–Americans were not mindful of their very duty to preserve and keep in its original state or in good condition, one simple principle– Liberty. Funny? Liberty as a verb is something one does for oneself rather than having done to him —This massive body of toothless breathers has not a clue as to their feebleness, let alone any sense of loss, but rather, is convinced that their condition is universal and so be it. Is this not still Xenophobia, that which they should not want to eliminate from their consciousness? For without it, there is no idenity of self nor nation, at all.

            That said, you’re right the DOW/S&P has fallen when priced in gold. I saw a chart showing that recently but I can’t remember where.

            But nevertheless, if the gov/Fed didn’t intervene, however convoluted everything is/was, I think the stock market would have dropped (in real terms and nominally) even further.

        It did take place and had the potential to go all the way, but they stopped it, with difficulty, from expanding. Why? Maybe they were not ready yet for the slaughter. Maybe they chickened out at the last moment. Maybe the schedule says it must come later. How would we know?
        All I know is that no one should be able to make decisions like that. And for that the money printing power must be removed from them and honest money restored. Not to forget to prosecute them, a la Nuremberg, for crimes against humanity and confiscate all heir ill-gotten wealth they have plundered in the last 200 years or so.

The gist of Kissinger’s “plan” is to appeal to moral relativism and pragmatism to dilute the US Constitution/BoR for all countries/regions to get along and go along. A more important article in the same issue of the WSJ is the misguided European concern over deflation.

They are good at creating a situation, then creating a skewed picture of what is happening so they can propose the solution to fix the problem which supports their goals of increased power. Putting the same people in charge and giving them greater power would only make the situation worse. This is the same as the financial situation. Giving them more power in global governance will only escalate violence as giving them more financial power only continues to destroy the economy.

If hypothetically, this ideal begins now, then I’ll be sure to strap on before going to work on Tuesday; and I’ll probably be home early as commerce contracts to the bare essentials. Don’t get me wrong. Compared to what we have now, I’d prefer it. But you think there are no voluntary immoral, anti-social and barbaric acts? Lets be real. Seven billion creating how many laws? No, we want a minimum. If we want or expect a minimum rule of law, then we have to tolerate some kind of authority. What works is ‘bottom up’ where authority has to face, eye to eye, those who GRANT and CONSENT to that authority. What doesn’t work and fails time and time again is unrestrained, far off, and therefore militaristic centralized authority. The Constitutional Republic came as close to a workable system as any as far as I am concerned. But the US Constitution is flawed, in that it didn’t restrain the combining of State and the third source of influence over individuals, economy. Separate the powers of Church, State and Commerce for a better Constitutional Republic, if it still can be done. Otherwise, get armed and maybe I’ll see you at the watering hole, the center of political discussion.

      Good points, Lawrence. This is the kind of stuff that is, or SHOULD be front and center in today’s political debates. We need to start with the basics, i.e., the proper use of force. No one should have force brought against him unless he himself has used it against his neighbors.

      As for the founding of the US, it was not what mainstream historians tell us. It was, in fact, a legal framework for across the board, centralized power. That was what Hamilton wanted, and that was what he got. Fortunately for him, Washington went along with that.

    Here’s the facts. Near the end of this age, our world must be having a major war. The one-world government steps in with antichrist as the leader bringing about peace worldwide. Antichrist, as world peace-leader, probably located in Jerusalem, deceives many, until he declares himself to be God. At that point in time, all calamity breaks out as God brings about the end of this age, no more grace period. Folks, it’s not my fantasy; this scenario is written in anyone’s Bible, just waiting to be read.

        Please allow me to disagree using just one example in anyone’s Bible. Ezekiel 36-37 was written 500 years before Christ (2500 or so years ago). Israel had already been divided into two separate nations: Israel and Judah. Yet in Ezekiel 36-37, the Bible describes (prophecy) a time when these two nations would be brought back into their land (which is today’s Israel), not as two divided nations, but joined back together as one nation. That prophecy occurred exactly on May 14, 1948. This is the date and event that starts the last generation of mankind. I don’t make this stuff up; it’s in your Bible which is just as current today just as it was when God had it written down for man to use. Do you now understand?

          Now I have nothing against the wisdom applied here, though I’ll have to use my imagination to replace ‘ox’ with tractor or truck; but manservant and maidservant? Though widely accepted in that day, that is no longer applicable. But I won’t toss out the message of ‘don’t covet’, just the manservant bit. Apply it wisely is all I am saying.
          Israel, for whatever the believed reason is, has been in turmoil for millennia. Whatever ones’ interpretation is, apply it wisely without dragging me and all into a world conflagration…please. Else, through psychological/sociological manipulation, one is only helping the world planners.

    Not only was the WSJ hand wringing on possible deflation in Europe more pertinent than the clear as mud opinion piece by Kissinger, wealth management editor Kevin Noblet’s story of how his financial manager failed him is an eye-opener as well. “Investing”, or gambling with money unneeded for day to day expenses, is too complicated for the writer who actually covers that activity for the leading paper in the country, so he gives his hard-earned zlotys to some boiler room operator hoping for a return on stocks rising. He could have bought a couple of truck loads of alfalfa or a scissor-lift to rent out or any number of real assets but that would require paying attention and actually doing some work. No time for that. You’re supposed to be able to just give some stranger your money and then he’s supposed to give you back even more some day. That’s called dreaming.

    I would not advise reacting to these policy statements. Kissinger & cronies are little-minded men given big power. They do not build, they destroy. Without support, they are non-entities. The support, the political system of giving moral blank checks out to so-called representatives is the problem. But attacking it is a negative approach to the solution. A positive approach is to advocate self-governance, self-reliance, in favor of local solutions implemented by voluntary associations.

      Centralized government blocks and stymies every other kind of attempt at “reform” and even survival. It’s us or them.

          If something is too big to manage, then the only fix for it is to make it smaller.

          To say that the EU is too big is an incredible understatement. Those people cannot even speak each other’s languages! At least Americans can talk to each other. But if the American union is not working, even though we speak the same language, then how much worse off must the EU be where they don’t?

    Anthony, I think you have captured the essence of Kissinger’s essay, as far as that can be done considering the cryptic language.

    What strikes me is the sheer arrogance of minds which cannot define peace in any other way than the disarmament, neutralization, and domination of their neighbors. Kissinger may use innocuous language to express it, but this is what their agenda amounts to.

    What that says about their sanity I shall leave to the reader’s imagination.

    It never seems to occur to such men that simply setting a good example for their neighbors by practicing peace and free trade would rid the world of the upheaval from which it now suffers. The trouble with such men is that they cannot conceive of a world in which their neighbors are free. I really don’t think that men like Kissinger believe in human liberty at all.

    Yet here they are in the strange position of having to contemplate the limits of their power and the dangers of imperial overstretch. Their cherished New World Order is beginning to show some unexpected cracks in its foundations, and they are growing in scope in unpredictable ways and directions. Can any man or group of men ever hope to get a handle on such mysteries? Anyone who thinks he can is surely mad.

    One admission of Kissinger’s reveals a fatal flaw in their plans: “The economic system has become global, while the political structure of the world remains based on the nation-state.” Obviously, as Kissinger admits, the two systems cannot possibly continue to coexist. I see the global system of free trade as subjecting the nation-state to creative destruction and dominating the world when enough of the common people finally learn that they can do without the nation-state.

    A world which is trying to prosper through honest free trade is beset by organized crime. Henry Kissinger is the mouthpiece of these crooks who would rob us of our freedoms and our property in the name of “authority” and “order” as defined by said crooks. Modify the U.S. Constitution? At whose behest? The power elite? We know what changes we could expect from those scoundrels: more centralization and “globalization.”
