What Orwell Didn't Know About Elitist 'Scum' Villages
Amsterdam is to create "Scum villages" where nuisance neighbours and anti-social tenants will be exiled from the city and rehoused in caravans or containers with "minimal services" under constant police supervision. The plan echoes a proposal from Geert Wilders, the leader of a populist Dutch Right-wing party. Holland's capital already has a special hit squad of municipal officials to identify the worst offenders for a compulsory six month course in how to behave. – UK Telegraph
Dominant Social Theme: We need to be free of these thugs and thieves.
Free-Market Analysis: We've written many articles about the advent of private cities – run by multinationals in league with local or national governments.
But it never occurred to us that the elites organizing this particular form of infrastructure would provide us with the other side of the organized corporate city – the criminal city.
One can already hear the computers being revved up as a thousand science fiction books are soon to be churned out. Actually, "Escape From New York" already mined this particular meme.
We understand the larger dominant social theme, of course. The best and brightest live in special cities while the rest of us struggle to get by. A subdominant social theme would be that "some are deserving and others are not."
But now there are to be cities devoted specifically to have-nots – the socially maladroit. Let's wait and see how soon that definition changes. We will watch as the definitions change. Soon those who want different and freer societies will be targeted, in our view.
The initial social engineering is always justified to resolve the problems posed by a criminal element. But the target is inevitably those who oppose the enlargement of Leviathan. Consigned to a 21st century Hell, they will be attended to, guarded and watched over by the larger judicial system. Here's more from the article:
Social housing problem families or tenants who do not show an improvement or refuse to go to the special units face eviction and homelessness.
Eberhard van der Laan, Amsterdam's Labour mayor, has tabled the £810,000 plan to tackle 13,000 complaints of anti-social behaviour every year. He complained that long-term harassment often leads to law abiding tenants, rather than their nuisance neighbours, being driven out.
"This is the world turned upside down," the mayor said at the weekend.
The project also involves setting up a special hotline and system for victims to report their problems to the authorities.
The new punishment housing camps have been dubbed "scum villages" because the plan echoes a proposal from Geert Wilders, the leader of a populist Dutch Right-wing party, for special units to deal with persistent troublemakers.
"Repeat offenders should be forcibly removed from their neighbourhood and sent to a village for scum," he suggested last year. "Put all the trash together."
Whilst denying that the new projects would be punishment camps for "scum", a spokesman for the city mayor stressed that the special residential units would aim to enforce good behaviour.
"The aim is not to reward people who behave badly with a new five-room home with a south-facing garden. This is supposed to be a deterrent," he said.
We would expect no less from modern municipal planners. The article goes on to tell us that this project has already been tried out on a small scale using "10 shipping container homes ... The residents are under "24-hour supervision from social workers and police."
How this is different than an actual prison is hard to say, from our point of view. And how those who are pursuing the project are going to make it successful is hard to tell, as well.
After all, we learn, "In the 19th century, troublemakers were moved to special villages in Drenthe and Overijssel outside Amsterdam. The villages were rarely successful, becoming sink estates for the lawless."
That's no surprise and neither is a quote from the Mayor's office: "We have learned from the past. A neighbourhood can deal with one problem family but if there are more the situation escalates."
Yes, it is ever thus. The state uses force in order to "protect" the middle class. But really, no protection is ever intended. What are being set are precedents. And eventually these same precedents are to be used against the middle classes that believe their governments are working on their behalf.
They are not.
Governments are run these days by a power elite that is intent on creating world government. The sorts of social engineering schemes we are seeing nowadays just scratch the surface of what is to come.
The basic animating force is that people society favors will be rewarded. We see this already in the US, where "favored travelers" with security clearance are whisked through airports while those who are less "trusted" wait in line, stigmatized by the label of "potential terrorist."
But the future the power elite wants to create will be far more complex and subtle than this. It will also be all encompassing and brutal. The idea will be to create a permanent subclass of subservient humans who will be adept at producing the tools that global governance demands. The rest will struggle along in varying degrees of obscurity and desperation.
And those with the most imagination – the ones that are endlessly problematic for the top elites – will find themselves consigned to "scum" villages.
Conclusion: Orwell had no idea ...

The so called antisocial behavior will be reinforced by the residents of the scum village. This will run directly parallel to the phenomenon of people gaining contacts and learning techniques to undermine social order when in other compulsory institutions, such as prisons.
Success is failure, failure means success. This will allow state to increase security, expand bureaucracy, and hire more contractors. Witness the ever expanding U.S. prison population. Ask a judge, lawyer, policeman, prison guard, construction group, if his works have been successful. They would probably reply that "oh well, its unfortunate there are so many criminals nowadays". As each of them individually holds a small piece of the puzzle they are able to pass the buck on personal responsibility for the problem. The state has negated humanity from the equation by slight of hand, division of labor, and well crafted narratives.

Actually, "scum villages" aren't new ideas at all. Easily policed high-rise public housing projects in major cities in the U.S. concentrated low income minorities in one location. The intention wasn't to punish, but the reality of single mothers on welfare raising children in an unsupervisable environment created hellish social pathologies.
The Nazi concentration camp system along with its Soviet Gulag counterpart were in fact barb wire enclosed slave labor camps. Auschwitz even had some accoutrements of town life - library, swimming pool, live theater, cinema, hospital. Inmates were forced to work manufacturing goods for the war effort. How different is the present American prison system from that of the most notorious police states? Millions of inmates, largely social misfits, are there for violation of victimless crime laws and not for any real crimes. And they labor for pennies an hour for private corporations.
An economic meltdown in the West will undoubtedly produce a big surge in unemployment, homelessness and crime. The ensuing cutoff of entitlements will produce civil unrest. The empty FEMA camps scattered around the U.S. were probably built with an economic meltdown in mind. So was the recent purchase of 1.5 billion hollow point bullets by Homeland Security. Those troublesome minorities used to living off of government handouts of all sorts will be interned in these camps and forced to work. So will political dissidents and critics of government policy. I can't imagine any large scale coerced herding of people into a confined area not organized for the purpose of forced labor. That's what police states are all about - theft and slavery.
I wonder if all those mysteriously empty new cities in China aren't their future "scum" cities.

Here in the small farming communities of the Republic we know several ways to improve the quality of our livestock. One way is to separate, or quarantine, the "undesirables" from the "preferred" and not allow them to enter the gene pool. Another method is castration or spaying to prevent reproduction of the "undesirables." The final method is culling, or slaughtering, the "undesirables" and eating them now.
Which method do you think these folks are implementing?

Wow, the first thing that came to mind when I saw the title was "escape from New York" and the sequel, "Escapee from LA" will we be needin' the services of Snake Plissken? There was a movie with Ray Liotta about such a colony of criminals divided against each other on an island. Hey, prisioners exiled to an island? sound familiar? Australia, ring a bell, Daily Bell? time and again, human societys and thier government have tried such things, but now, you have a burgeoning underclass, dependant upon government, which is also the criminal class,,,here in USA we desparately need immigration reform or a long hiatus from immigration as it is now. Global elites have perpetuated a US immigration policy that has inundated this constitutional republic with third world peasants who know only an omnipotenten government that has power over them..this is how Oscumba won his reeelection. Most third world immigrants do not come to US to wirk hard and bring thier children up the socioeconomic laddrer... they come for the marxist handouts to keep them beholden to the Democratic National Socialist party; who uses them as useful idiots. Thus, they become a problem for society as a whole ; but a necessary component of the global elite strategy. Look at the muslim problematic areas of Europe. Wasn't this a globalist scheme? Aren't most real europeans sick of this? growing nationalism in Germany certainly does mebtion this as a problem. So, in part, I agree with containment of the criminal/government dependant classes..they're out breeding us (working -middle class caucasians)

While econoimes are devastated every where to support public sentiment for Bealzibub's World Government.
I guess alot of will have to man up ; like Snake Plissken, however the idea and reasons for suck containment of the civilly disobedient entitlement classes of peole everywhere created by marxist polivcies is a complex subject... .I believe FEMA camps are my governments answer to that... though I never would go there myself, veing a Plisskin kind of guy.

It is a very old idea- more than 10 years old in working in the Netherlands-, who is officialy working since 2000.
I've told you : you knows not so much about the reality.
If you knows something the same has happend tremendousely in the former East European communist country. This is not coincidence , this is on purpose and it is decribed in the book : The Conspirators from 1952 published in USSR- in the time of Stalin.
What's happend in the Netherland and even in USA) it is pale image comparing to the East European actual situation.
Reality is worst then the most ferociouse imagination as well for Orwell !

We already have several "Criminal Cities":
LA, Detroit, Chcagio, etc. Better add Wash DC to the list, too.
In the future I think it will be even more apparent. There may well be warning signs to those looking to enter. Once you enter you may not leave.
Orwell II is in the making.
